NOTICE OF VACANCY : THE POSITION OF CHIEF EXECUTIVE OFFICER

The Government of Grenada is desirous of strengthening the planning and delivery of Technical and Vocational Education and Training (TVET) to make it more relevant to the needs of the society, in particular the private sector. Therefore, The GOG with the assistance of the WB is undertaking the setting up of an appropriate institutional framework. This includes (1) The Grenada Council for Technical and Vocational Education and Training (GCTVET) which will provide general policy direction and (2) An Agency which will be responsible for the planning and implementation of programs and projects.

The Agency which is referred to as the National Training Agency (NTA) will be required to work with the Public Sector, the Private Sector, the Education System, and other stakeholders to ensure that the nation has an adequate supply of the skills and competencies required for sustainable development.  In fulfilling this purpose, the NTA will give particular attention to quality and relevance with respect to:

 

a)         Standards as regards curriculum, qualifications and training,        

b)        Accreditation and registration of courses and training institutions

c)         Assessment mechanisms.

d)        The development of a system of National Vocational Qualifications

 

The NTA will be headed by a Chief Executive Officer.

JOB DESCRIPTION

 

                                                           

 

JOB OBJECTIVE

 

The position of Chief Executive Officer of the NTA is expected to contribute to the achievement of high levels of efficiency and effectiveness in the development, management and implementation of a comprehensive national skills and career development training programme through the provision of strategic leadership.  The Chief Executive Officer guides policy direction on national and regional workforce development and Technical and Vocational Education and Training (TVET); thereby, ensuring the maintenance of a relevant training, assessment and certification system for the creation of a globally competitive workforce. 

KEY FUNCTIONS AND DUTIES

 

A.     Organisational Duties and Responsibilities:

 

1.        Leads the development of the corporate strategic plan for the National Training Agency.

 

2.        Provides timely and accurate analysis of management and financial reports to inform Council decisions.

 

3.        Ensures the maintenance of appropriate policies and procedures to safeguard all the assets of the Agency and to oversee the efficient and effective deployment of resources consistent with the mandate and objectives of the Agency.

 

4.        Provides technical advice to the Council and Departments.

 

5.        Provides policy direction and oversight to the training and assessment process thereby ensuring the provision of a pool of certified, competent workers for the development and maintenance of the Grenadian workforce at world-class standard.

 

6.        Models and promotes the organisation’s values and influences performance throughout the organisation.

 

7.        Ensures optimal utilisation and investment of the Government Subvention and funds for specialized projects

 

8.             Monitors and evaluates systems and structures for the continual improvement, efficiency and effectiveness of the Agency output and outcomes.

 

9.             Ensures the welfare and developmental needs of Departments staff are clearly identified and addressed.

 

10.         Reviews the operational procedures and guidelines for each department ensuring synergy and cohesiveness among departments for the effective operation of the Agency.
