Drug Control Secretariat
ESTABLISHMENT OF NCODC
The National Council On Drug Control (NCODC) was established by the Drug Abuse (Prevention and Control) (Amendment) Act, January 2002.  It is the central Government institution to assess, monitor, implement and evaluate all national drug control programmes. 

 The NCODC replaced the National Drug Avoidance Committee (NDAC), which was appointed by the Government of Grenada in 1986, charged with the responsibility of designing and implementing programmes geared toward reducing the demand for drugs.

MANDATE
Under the Drug Abuse (Prevention and Control) (Amendment) Act, January 2002, the NCODC “must consider any matter relating to drug dependence or the misuse or abuse of drugs or the illegal supply of drugs referred to it by the Minister responsible for National Security, or the Minister responsible for Health and advise the respective Minister thereon.”

COMPOSITION
The National Council On Drug Control consists of an Executive, five (5) Technical Workgroups, and a Special Interests Workgroup.
  
The Technical Workgroups are:

  1. Legal Affairs
  2. Financial Affairs
  3. Law Enforcement
  4. Air and Maratime Cooperation
  5. Demand Reduction

Organizations from civil society such as the trade union, churches, and political organizations, are represented on the Special Interests Workgroup

DRUG CONTROL SECRETARIAT
The Drug Control Secretariat is the administrative body of the NCODC.  It serves to increase the operational efficiency of the NCODC and the effectiveness of the national drug control programme.  The Drug Control Secretariat is headed by the Drug Control Officer, and consists of a staff of five (5) members.  It functions in the areas of:
  1. Coordination
  2. Monitoring and evaluation
  3. Strategic planning
  4. Information management
  5. Programme development

MISSION STATEMENT
The Drug Control Secretariat will endeavour to create an atmosphere of non-tolerance
towards controlled drugs, through the implementation of appropriate programmes, which
will promote the well-being of all persons in the State of Grenada.

SERVICES PROVIDED BY THE DRUG CONTROL SECRETARIAT

  1. Referrals: Referrals of persons who experience problems with drug abuse to counsellors, medical personnel, social workers and other persons involved in drug abuse treatment and rehabilitation.
  2. Resource & Information  Centre: Provides audio-visual and print materials on various aspects of drug control. 
  3. Speakers’ Bureau: Provides resource personnel with relevant experience and expertise in drug-related matters to give talks, lectures, speeches at various fora.
  4. Training Programmes: Conducts training programmes in drug-related issues.
NATIONAL ANTI DRUGS MASTER PLAN 2004 TO 2008
The National Anti Drugs Master Plan 2004 to 2008, guides the implementation of the national drug control programme.  It outlines all national concerns in drug control.  It articulates national policies, define priorities, and apportion responsibilities for drug control efforts. 

All national concerns in drug control are outlined in a comprehensive manner and structured in a logical framework by analyzing the country-specific drug problems, assessing the activities carried out until now, and identifying what needs to be undertaken during a specific period to attain the objectives agreed upon.  

The objectives of the Master Plan are:

  1. To present an overview of the social, educational, economic and political situation of Grenada within the context of the present state of affairs of the drug problem and the way forward.
  2. The collaboration and co-operation of the ideas of all stakeholders including Government Ministries, Non Governmental Organizations and other Agencies that are involved in the demand and supply reduction locally and within the region.
  3. The further development of national facilities, and establishing relevant ones to deal with drug treatment, rehabilitation and education.
  4. The reduction of illicit operations, including demand and supply, and trafficking, through improved strategies and approaches.
  5. The enhancing of the capacities of the various stakeholders to deal with abusers of drugs and drug abuse prevention.
STRATEGIC AREAS OF THE MASTER PLAN
The National Anti Drug Master Plan 2004 to 2008 consists of five (5) strategic areas.
  1. Prevention
  2. Treatment/Rehabilitation
  3. Interdiction
  4. Money Laundering
  5. Chemical Diversion
